2月4日，国务院新闻办公室举行新闻发布会，中央财办副主任、中央农办副主任祝卫东在会上介绍，“三农”工作直接与千家万户农民群众打交道，最讲务实，最忌虚功。农民是乡村振兴的受益者，也是乡村振兴的参与者和建设者。在农村干什么事，都要先想着问问农民答应不答应、满意不满意，不能包办代替，更不能强迫命令。
