据 BitcoinMagazine，罗德岛参议员 Peter A. Appollonio 引入 S2021 法案，提交参议院财政委员会，拟为居民及本地企业比特币交易提供临时州所得税及资本利得税豁免，每月上限 5000 美元，年上限 2 万美元；纳税人可自证资格，无需报告单笔交易但需保留记录备审计；州商业监管部门将发布指导，使用公开比特币价格指数估值；豁免自 2027 年 1 月 1 日起生效，至 2028 年 1 月 1 日到期。
