当地时间25日，乌克兰武装部队总参谋部发布通报称，乌军使用“风暴阴影”巡航导弹对俄罗斯联邦罗斯托夫州新沙赫京斯克炼油厂实施了精准打击，现场记录到多次剧烈爆炸，确认目标已被击中。目前，相关损失规模仍在进一步评估中。
