2025年12月19日，海南省发展改革委、海南省工信厅等5部门联合印发《海南省发展和改革委员会等部门关于开展海南自贸港零碳园区建设的通知》，明确将有计划、分步骤推进各类园区低碳化零碳化改造，支持有条件的园区率先建成海南自贸港零碳园区。

South China's Hainan Free Trade Port (FTP) has initiated a plan to develop zero-carbon industrial parks, as outlined in a joint notification released on December 19, 2025 by five provincial government departments, including the Development and Reform Commission and the Department of Industry and Information Technology. The initiative aims to phase in low-carbon and zero-carbon transformations across various parks, with qualified zones prioritized to achieve zero-carbon status.

【知识点】

零碳园区是指通过规划、设计、技术、管理等方式，使园区内生产生活活动产生的二氧化碳排放降至“近零”水平，并具备进一步达到“净零”条件的园区。2024年中央经济工作会议要求“建立一批零碳园区”，2025年国家发展改革委、工业和信息化部、国家能源局印发《关于开展零碳园区建设的通知》（以下简称《通知》），提出建设零碳园区的重点任务。

我国园区数量众多，各类园区体量规模、产业结构、用能特点差异较大，“零碳/近零碳”标准难以统一。《通知》创新提出“单位能耗碳排放”（即园区内每消费一吨标准煤的各类能源所排放的二氧化碳量），作为评判零碳园区的核心指标，引导园区在保障企业发展和用能的前提下，通过努力使碳排放达到“近零”水平。除核心指标外，《通知》还设置了清洁能源消费占比、园区企业产品单位能耗、工业固废综合利用率、余热余冷余压综合利用率、工业用水重复利用率等5项引导性指标，从能源结构、循环经济、节约资源等方面提出要求。

建设零碳园区有5方面重大意义：一是加快能源绿色转型，二是引导产业深度脱碳，三是促进区域协调发展，四是适应绿色贸易规则，五是打造零碳示范样板。

【重要讲话】

实现碳达峰碳中和是一场广泛而深刻的经济社会系统性变革。立足我国能源资源禀赋，坚持先立后破，有计划分步骤实施碳达峰行动。完善能源消耗总量和强度调控，重点控制化石能源消费，逐步转向碳排放总量和强度“双控”制度。推动能源清洁低碳高效利用，推进工业、建筑、交通等领域清洁低碳转型。

Reaching peak carbon emissions and achieving carbon neutrality will mean a broad and profound systemic socio-economic transformation. Based on China's energy and resource endowment, we will advance initiatives to reach peak carbon emissions in a well-planned and phased way in line with the principle of building the new before discarding the old. We will exercise better control over the amount and intensity of energy consumption, particularly of fossil fuels, and transition gradually toward controlling both the amount and intensity of carbon emissions. We will promote clean, low-carbon, and high-efficiency energy use and push forward the clean and low-carbon transition in industry, construction, transportation, and other sectors.
