12月16日，日本神户市议员上畠宽弘在社交平台上表示，他已在议会提议，让日本动物园与中国台湾地区的动物园开展动物交换。
他称，台北动物园现有的大熊猫是中国大陆赠送而非租借，目前已就相关事宜与中国台湾方面进行磋商。
