有人时而用公民，时而用群众，并认为用群众才正统。
经查经典马克思主义者的文献，马克思在为自己争取国籍权的《申诉书》，里面明确记载马克思对“臣民”一词进行了批评，主张使用公民。
因此，使用公民一词具有正统性。
希望文件服从于宪法和法律，统一使用公民，而不再使用群众一词。
