财联社11月28日电，重庆市人民政府印发《重庆市要素市场化配置综合改革试点行动方案》。方案指出，深化地票改革。将地票“两费”功能使用到工业和划拨类城镇建设用地，允许在供地环节单独购买使用地票经营性用地指标，农村建设用地复垦指标可以按城乡建设用地增减挂钩方式使用。
