置换方案显示，湖南隆回南方水泥退出一条2500t/d熟料生产线，其中1000t/d产能用于韶峰南方水泥一条8000t/d熟料线，补充后产能为8666t/d；另外1500t/d产能用于邵阳南方水泥一条4500t/d熟料生产线，补充后产能为5500t/d，置换比例均为1.5:1。
