Joint Communiqué of 2NdMeeting of China-Denmark Joint Clean Energy Working Group

　　2025年10月23日，中国国家能源局总经济师鲁俊岭与丹麦能源署代理署长裴德森在苏州共同主持召开中丹清洁能源联合工作组第二次会议。双方就以下内容达成共识：

　　On October 23 2025, Lu Junling, General Economist of the National Energy Administration of China, and Stig Uffe Pedersen, Acting Director General of the Danish Energy Agency, co-chaired the second meeting of China-Denmark Joint Clean Energy Working Group in Suzhou. Both sides reached consensus on the following points:

　　前言Preamble

　　值此合作二十周年之际，中国国家能源局与丹麦能源署自豪地回顾了自2006年以来建立的富有成效的合作伙伴关系。

　　To mark 20 years of collaboration, the National Energy Administration of China (NEA) and the Danish Energy Agency (DEA) recognize with pride the productive partnership established in 2006.

　　二十年来，这一双边合作为对话与知识交流提供了宝贵平台，为两国带来了实实在在的成果。双方开展了数十次考察交流与互访，开展了多项联合研究，强化了技术与制度层面的联系，深化了相互理解。

　　Over the past two decades, this bilateral cooperation has provided a valuable platform for dialogue, knowledge exchange, while yielding tangible results for both countries. Dozens of study tours and exchange visits, as well as a wide range of joint research have been conducted, strengthening technical and institutional links and deepening mutual understanding.

　　这一持续的合作互动巩固了两大绿色先锋国家之间的伙伴关系，推动了政策法规完善，为建设可持续、安全且经济高效的能源体系提供了支撑。

　　This sustained engagement has reinforced the partnership between two green pioneers, promoting policy and regulatory advances and supporting the development of sustainable, secure, and cost-effective energy systems.

　　当前，双方合作持续积极落实两国政府共同提出并商定的《中丹绿色联合工作方案（2023-2026）》，确保以协调有效的方式推进在可再生能源、能源效率和低碳解决方案等共同优先领域的合作。

　　Today, this cooperation continues to actively support the implementation of the Sino-Danish Joint Green Work Programme (2023–2026), as presented and agreed by both governments, ensuring that shared priorities in renewable energy, energy efficiency, and low-carbon solutions are advanced in a coordinated and effective manner.

　　共同成就Shared Achievements

　　通过共同努力，中丹两国已在以下方面取得积极进展：

　　Through joint efforts, Denmark and China have:

　　·提升了现有燃煤电厂的灵活性与效率；

　　·Enhanced the flexibility and efficiency of existing coal-fired power plants.

　　·促进了可再生能源并网消纳，特别是风电和太阳能发电领域；

　　·Promoted renewable energy integration, particularly in wind and solar power.

　　·促进了区域供热及能源效率解决方案的发展；

　　·Advanced the development of district heating and energy efficiency solutions.

　　·深化了政策设计、监管实践及市场经验的交流分享。

　　·Encouraged the exchange of policy design, regulatory practices, and market experiences.

　　下一阶段愿景（2026-2029）Vision for the Next Phase (2026–2029)

　　认识到在保障经济增长和能源安全的同时推进能源转型的重要性，中丹两国重申，将持续深化联合工作组下一阶段（2026-2029）的合作。

　　Recognising the continued urgency of advancing energy transition while ensuring economic growth and energy security, Denmark and China reaffirm their commitment to deepening their collaboration in the next phase of the Joint Working Group, covering the period 2026–2029.

　　在这一新阶段，双方将重点聚焦以下领域：

　　In this new phase, the partners will place particular emphasis on:

　　·电力市场设计；

　　·Power market design

　　·氢能与绿色储能；

　　·Hydrogen and green energy storage

　　·电力系统灵活性；

　　·Power system flexibility

　　·电热系统耦合。

　　·Integration of the power and heating systems

　　国际示范意义International Signal

　　中丹两国认识到，双方伙伴关系的意义超越双边范畴。作为绿色转型领域的领军者，双方承诺继续向国际社会展示：

　　Denmark and China recognise that their partnership has significance beyond their bilateral relationship. As leading actors in the green transition, both sides commit to continuing to demonstrate to the international community that:

　　·实现经济增长与碳减排是可行的；

　　·It is possible to achieve economic growth and carbon emissionreduction.

　　·可在推进能源转型的同时强化能源安全；

　　·Energy security can be strengthened while advancing energy transition.

　　·能源转型能够在不损害繁荣与包容性的前提下实现。

　　·The energy transition can be accomplished without compromising prosperity and inclusivity.

　　通过合作，中丹两国将继续树立典范，彰显务实协作对加速全球可持续能源未来发展的重要作用。

　　Through their cooperation, Denmark and China will continue to set a powerful example of how pragmatic collaboration can accelerate global progress toward a sustainable energy future.

　　最终承诺Closing Commitment

　　中国国家能源局与丹麦能源署承诺在 2026-2029 年期间继续开展合作。

　　National Energy Administration and the Danish Energy Agency express their commitment to continue their cooperation in the period 2026–2029.

　　本联合公报不具有法律约束力，但反映了双方为两国人民、经济及国际社会利益而共同努力的共同愿景。

　　This Joint Communiqué is not legally binding, but reflects the shared vision of the Parties to work together for the benefit of their peoples, their economies, and the global community.
