当地时间10月23日，欧盟国家在布鲁塞尔举行领导人峰会。乌克兰总统泽连斯基进场后打圈与欧盟领导人握手。
峰会围绕是否动用被冻结的俄资产，向乌克兰提供贷款，欧盟成员国发生激烈争论未能达成一致。
当天泽连斯基接受记者简短提问，当被问及是否可能在领土问题上做出让步时，他回应称"绝不做出领土让步”。
