罚单显示，中再资产管理股份有限公司的主要违法违规行为是：未按照规定运用保险公司资金。
对此，国家金融监督管理总局对其罚款300万元。同时，对刘凡、周金荣、刘峰、陆杰给予警告并罚款共计23万元。
