据报道，2020年至2022年期间，通过新加坡向日本投资的投资者，利用一项条约漏洞重复享受税收减免，规避了约990亿日元（合6.9亿美元）的日本税款。
报道称，外国投资者先将资金通过开曼群岛等避税天堂汇入新加坡，再由当地企业将这些资金投入一种名为“特定目的会社”（TMK，tokutei mokuteki kaisha的缩写）的日本特殊目的公司。
