7月4日，国务院新闻办公室举行新闻发布会，介绍全面推进江河保护治理有关情况。水利部副部长陈敏表示，今年，我国区域性阶段性旱涝特征明显。南方进入汛期后遇到了第一号台风“蝴蝶”，现在全国都进入了主汛期。截至4日早上8点，累计已经有329条河流发生超警以上洪水，个别地方极端强降雨引发山洪、山体滑坡、城市内涝等灾害。
