吴小杰，男，汉族，1970年12月生，在职研究生，工商管理硕士，中共党员。
他曾任北京住总集团有限责任公司总经理助理、副总经理，北京市平谷区委常委、常务副区长，平谷区委副书记、区长等职，2022年任朝阳区委副书记、区长。
