5月28日，甘肃省航空运动协会发布《关于彭玉江在祁连山区域飞行事件的报告》，飞行员彭玉江停飞6个月。报告表示，飞行员彭玉江 于5月24日在海拔3000米的位置进行地面抖伞练习，突遇大风离地并遭遇“云吸”，属于意外和事故，不涉及违规、黑飞。全文 如下：
