财联社5月15日电，芬兰外交部长埃利娜·瓦尔托宁表示，欧盟在刚刚通过第17轮对俄制裁后，将立即开始制定新一轮限制措施。第17套制裁措施已于周三获得欧盟各国大使的批准，现在还须获得欧盟国家外长的批准，预计为5月20日，之后将正式生效。
