张丹出生于1977年，回族，曾任抚顺市科技局局长、抚顺市工业和信息化局局长， 2021年9月升任抚顺市委常委、统战部部长，至本次履新丹东市。
之前担任丹东市委常委、市政府党组副书记、副市长的刘永熙已任丹东市委副书记、政法委书记。
