营口市应急管理局官网显示，马闯，男，汉族，1973年9月出生，2000年5月入党，1994年10月参加工作，研究生学历，硕士学位。现任市应急管理局党委书记。
马闯早年在老边区工作，曾担任过老边区住房与规划局局长、老边区住房和城乡建设局局长等领导职务。
本次履新前担任营口市住房和城乡建设局副局长。
此前担任营口市应急管理局党委书记、局长的是王健。
