中国青年报客户端北京3月9日电（中青报·中青网记者 张艺）全国政协委员、广西壮族自治区林业局局长蔡中平今天下午在讨论中表示，公益林补助制度在广西的落实中存在备付率低的问题，其原因多为地方因财政困难，挤占、挪用公益林补助资金。他建议建立财政专户管理，将资金直接发给林农。
