当地时间12月13日，以色列国防部长卡茨对被扣押人员家属表示，有关被扣押人员交换协议的谈判正在进行中，达成被扣押人员交换协议的可能性比以往任何时候都高。卡茨称：“如果协议提交内阁，就将获得通过。”
