1975年出土于湖北云梦的睡虎地秦简包括《秦律十八种》《法律答问》等法律文献，其中《法律答问》中有案例称：“盗贼在大街上杀人伤人，周围袖手旁观的人，距离百步之内的，与发生在野外的情况相同，要缴纳两副甲作为处罚。”（记者：喻珮 肖艺九）
