财联社10月7日电，中创环保公告，公司与邢台潇帆签署《附条件生效的股份认购协议》，拟向特定对象发行A股股票不超过7763.98万股，募集资金总额不超过5亿元，全部由邢台潇帆以现金方式认购。完成后，邢台潇帆将持有公司16.76%股份，成为控股股东，胡郁将变更为公司实控人。
