当地时间9月12日，美国安全与环境执法局表示，由于热带风暴“弗朗辛”肆虐美国南部，该国墨西哥湾约42%的原油生产设施和53%的天然气生产设施目前已被关闭。
美国国家飓风研究中心12日表示，“弗朗辛”已从二级飓风减弱为热带低压，在密西西比州中部上空向东北移动，但风速仍达到每小时55公里，并伴随有风暴潮。（央视新闻）
