财联社9月4日电，海南文昌市人民政府发布紧急通告，根据气象部门预测，受今年第11号台风“摩羯”（强台风级）影响，未来72小时，文昌市将出现暴雨、大暴雨，局地特大暴雨，并将伴随17级及以上大风的强风雨天气。为全力保障人民生命和财产安全，经研究，文昌市人民政府决定于9月4日18时起，在全市范围内分批启动“五停一关”（即：“停课、停工、停运、停航、停业、关停旅游景区”）。
