天风计算机缪欣君表示，从2023年底开始，北京、上海、安徽、重庆等多地密集发布算力相关政策，多以25年为目标建设智算算力。我们认为，智算政策集中在24年发布，由于新建智算中心需要1-2年建设周期，预计25年密集上架。根据我们测算，预计地方政府25年建设107.1EFlops，同比超300%，有望接力运营商成为25年智算建设主力军。
