①郑开一体化。②三门峡并入洛阳。③黄河以北成立新新乡。④平顶山，漯河并入许昌。⑤商丘，周口合并，命商周名，大气。⑥信阳，驻马店，桐柏合并，命汝宁名。⑦南阳划出桐柏，其余不变。
调整利好：
1，优化资源配置 。
2，缩小地区差异。
3，增强城市竞争力。
