1979年，偷渡到香港的内地人很多，所有被港英政府抓到的非法移民都要被遣返。届时，任何雇主在香港雇用非法入境者，将被罚款5万港元或监禁一年。港英当局实施这一措施后，给偷渡者带来了极大的震动，随后偷渡人数明显下降。“偷渡事件”也直接加快了改革的步伐。
