宁诺副校长吴韬教授参加两会，为宁波高质量发展建言献策

近日，宁波市十六届人大三次会议和宁波市政协十六届二次会议顺利召开。宁波诺丁汉大学副校长、理工学院院长吴韬教授积极参政议政，就“科技创新”、“城市规划”、“一站式服务”等关键词，提出了建议。

近几年，宁波市形成了“国家级重点实验室-省实验室-省部级重点实验室-市重点实验室”相对完整的科技创新体系和一系列高能级的科技创新平台，但是如何让科技创新驱动产业发展，推动经济提质增效升级，是吴教授最为关心的主题之一。

“宁波市的中小企业因为自身的规模和实力原因，缺乏相关人才与科创资源，难以支撑企业的高质量发展。而高校和科研院所拥有大批经过良好训练的高层次科创人才，拥有一批具有应用前景的技术，却苦于找不到好的应用场景。科技服务的供给侧和需求侧存在严重的信息不对称问题。我们作为一所根植于中国的国际化大学，在推动城市和区域发展变革中，肩负着巨大的使命和担当。”吴教授说道。

吴教授在提案中总结了宁波目前校（院）企合作存在的痛点难点，建议在厘清“政、产、学、研、用、金、介”诸要素之间的逻辑关系基础上，充分整合和优化科技创新创业服务资源，搭建集“政府、企业、科研机构、人才、资本、科创服务机构”等为一体的面向企业发展全生命周期的科技创新综合服务平台，强化政府政策和财政资金的引导作用，提高全社会科创资源的高效配置与利用，助力我市企业自主创新能力和竞争力提升，更好地服务于我市现代化滨海大都市的建设和中国式现代化市域样板的打造。

除此之外，吴教授还从学校周边地块的区域发展角度出发，提出了推动广德湖南路建设的建议，缓解宁南片区的整体交通出行压力，加快区域的发展，打造宜居新城区。

在过去的一年中，吴教授还亲自带队，带领学院老师走出去，以宁波为起点，辐射省内城市，积极拓展与企业的交流与合作，服务地方发展。2022年11月，吴教授带领学院的老师们走进宁波市鄞州区首南街道，在与街道各层级的工作人员沟通交流中，了解首南街道企业发展的需求，也从中了解到了社区社工们的工作和生活情况。在本次的提案中，吴教授也就社区工作人员的团队建设和福利制度提出了建议。

在吴教授的带领下，诺丁汉大学卓越灯塔计划（宁波）创新研究院始终把更好地服务地方社会经济、助推宁波高质量发展作为自身的使命。2022年6月，诺丁汉大学卓越灯塔-闰土绿色化工联合研究中心正式成立，双方围绕洁净能源、高端染料化学品等重点领域，联合开展关键技术协同攻关，推动建立世界领先的“绿色、低碳、循环、高效”的高端染料生产基地。灯塔研究院绿色化工与能源中心的副教授邵媛媛、助理教授李光等科研力量，也积极参与到实验室工作中。

2022年底，吴韬教授和加拿大皇家科学院、加拿大国家工程院两院院士、加拿大西安大略大学卓越教授祝京旭牵头成立的宁波诺丁汉大学“浙江-加拿大绿色化工联合实验室”，聚焦创新医药制剂技术、绿色能源转化及化工强化技术、颗粒材料及应用技术三大研究方向进行创新攻关，同时设立成果转化中心、公共测试平台等全力加持技术成果的发展与转化。

自成立以来，灯塔研究院的项目取得高质量成果，是用国际化科创资源支撑地方产业化技术突破，满足浙江企业高质量发展需求的具体体现。

一直以来，宁波诺丁汉大学积极参与地方、国家、全球层级的公共事务，致力于扩大教学可及性、研究覆盖面和社会影响力。学术教师和行政教师们也以此为使命，为更好地普及科学知识、服务地方社会经济、助推宁波高质量发展而努力。

UNNC professor participated in the discussion on how to contribute to Ningbo’s high-quality development

Last week, the third session of the 16th Ningbo Municipal People’s Congress and the second session of the 16th Ningbo Chinese People’s Political Consultative Conference (CPPCC), known collectively as the “two sessions”, were successfully held.

Professor Tao Wu, Vice Provost for China Beacons Institute and Dean of Faculty of Science and Engineering, actively participated in the political discussions and showed his commitment to the development of Ningbo by offering advice and suggestions on key areas such as research innovation, knowledge exchange, and urban planning.

The University of Nottingham Ningbo China has been playing a hub for research, innovation and knowledge exchange, driving and empowering the industrial developments in Ningbo and China. Ningbo is a city that has a deep root in manufacturing and there are many small- and medium-sized enterprises. These enterprises have limited budgets for research and development. To upgrade the local industries and have sustainable development, the local government has also brought up many policies and establishments to bridge these enterprises in need and universities and research institutions, where equipped with a good foundation of research facilities and talents.

At the congress, Professor Tao Wu summarised the pain points and difficulties in the cooperation between enterprises and universities/research institutions. He suggested clarifying the relationships among stakeholders and building an integrated platform to bring the governmental bodies, enterprises and universities/research institutions, technology services establishments, investments and talents together and improve the efficiency and effectiveness of the collaborations. Through deepening the collaboration between universities and enterprises, it is going to accelerate the industrialization of the research innovation, and enhance the competitiveness of the city and empower the fast and high-quality development of the city.
