费念慈（1855—1905），光绪十五年（1889）进士，工书，其书法通欧、褚两家兼通魏碑遗风，临摹甚勤，着笔坚凝厚重，尤以 楷书 著名，精赏鉴，善诗，精畴擅人术，金石目录之学，冠绝一时。著有《归牧集》。
