中央扶贫开发工作会议在北京召开。
“八七扶贫攻坚计划”提出的“在20世纪末基本解决全国农村贫困人口温饱问题”的战略目标已基本实现。尽快解决少数贫困人口的温饱问题，提高生活质量和综合素质；对贫困地区要改善基本生产生活条件，加强基础设施建设，逐步改变社会、经济、文化的落后状态，为达到小康水平创造条件。
