盐城吾悦广场又遭业主们拉横幅维权，据业主们反映：当初开发商承诺的全打了水漂，硬件不到位，招商不力，规划混乱，电梯也舍不得开，导致投资商铺的亏损严重，但是开发商有没有举措和诚意，无奈！业主们开始维权了！！
