温州白云道观始建于唐贞观十四年（640）初名玄清观，此间屡经兴替。1992年重新恢复为道教丛林白云观，2000年瓯海区道协邀请邱崇桂出任白云观监院,2001年在千山五龙宫受戒,考中天字一号状元。
